BIOGRAPHY OF RICHARD M WALLAR

Judge Richard M Wallar was born on January 28, 1953, in Zanesville, Ohio. He enlisted in the United States Air Force in 1971, and was an electronics technician on B-52 Bombers and served in Southeast Asia during the Vietnam War. He attended Ohio University on the G I bill and graduated Summa Cum Laude in 1978 with a bachelor’s degree in psychology. He graduated from the Ohio State University College of Law in1981, and served four years as a JAG officer with the United States Coast Guard in New Orleans, Louisiana. From 1986 through 1995 Judge Wallar was a Trial and Appellate Attorney practicing throughout Central and Southeastern Ohio. Judge Wallar was elected in 1995 as the Hocking County Municipal Court Judge and re-elected in 2001. Judge Wallar was elected in 2006 as Hocking County Juvenile Probate Judge. Judge Wallar has been a board member and active participant in the United Way of Hocking County, Hocking County Hospice, Special Friends of Hocking County, and Hocking County Habitat for Humanity. He is a past member of the Logan Jaycees, is an active member of the Kiwanis Club of Logan, Ohio; a distinguished past president of the Kiwanis Club of Logan and also served as Lieutenant Governor on the Ohio Kiwanis District Board of Directors. Judge Wallar is a member of the First Presbyterian Church of Logan and is an elder. Judge Wallar has been a Boy Scout Master, coached little league soccer and baseball teams in Logan, Ohio and has been an active volunteer with Special Olympics.

Judge Wallar is a past President of the Hocking County Bar Association, is admitted to practice before the United States Supreme Court, and has been an instructor for the Ohio State Bar Association and the Ohio Judicial College and has served on the Ohio State Bar Association’s council of Delegates and Board of Governors. He is married to Sharon Johnson-Wallar and they are the proud parents of two children.

He has placed major emphasis on Substance Abuse treatment and Counseling and Domestic Violence awareness, treatment, and counseling. Judge Wallar has initiated and presided over a Drug Court and Mental Health court docket since 2000.
